Emergency Planning and Community Right-To-Know Act EPCRA
In December 1984 there was a release of methyl isocyante in Bhopal, India. Thousands died and thousands more were injured. In 1986 EPCRA was passed to let communities know what chemical hazards were in their neighborhoods and plan for emergencies.
EPCRA is not part of the Clean Air Act, but because information we collect for the air permit is also used for EPCRA, we have combined the two programs.
We collect storage and usage data on all chemicals and munitions. Each unit, department, or shop is to report monthly on what they use, how it is used, how it is applied, and the maximum quantity kept on hand. The only material we do not require reporting on is office supplies and commercially available janitorial supplies. If the janitorial supplies are labeled "For Industrial Use" or similar wording, or are in a 5-gallon or larger size, or packaged specially for the military - report it.
Munitions expenditure reports are due each quarter.
The usage reports are due the Friday of the first full week of each month. They can be emailed, faxed, or hand-delivered to Environmental Department, Air Quality.
