Air Quality Program Permits

Air permits have been issued to MCAS Yuma by the Arizona Department of Environmental Quality (ADEQ).

MCAS Yuma is divided into 21 Standard Industrial Codes (SIC). SICs divide the air station into functions performed. Six of these SIC codes have been issued a Class II Air Operating Permit.

  • SIC 45: Transportation by Air
  • SIC 48: Communications
  • SIC 49: Utilities
  • SIC 55: Gasoline Station
  • SIC 92: Justice, Public, Order
Permits are issued on a facilities potential to emit, not their actual emissions. Because of our potential to emit, MCAS Yuma would be considered a major source. MCAS Yuma opted to take voluntary operating limits and be classified as a synthetic minor source. This means that we have put a limit on certain operations to ensure we will not exceed major source thresholds.

Two permits have been issued to Camp Billy Machen by the Imperial County Air Pollution Control District (ICAPCD).

One permit is for the emergency generator and the other is for a non-retail service station. These permits are renewed annually. They are valid from January 1 through December 31. Renewal fees are due to ICAPCD by January 31 each year.

Usage reports are due to ICAPCD by February 28th of each year to cover the preceding year.
  • The emergency generator run times to break down maintenance run-times and power outage run-times. The emergency generator is limited to no more than 20 hours of maintenance run-time per year.
  • The amount of unleaded gasoline dispensed for the year from the non-retail service station.
Operating limits are tracked using a 12-month rolling total. The limit cannot be exceeded during any given 12-month period, not just by calendar year.

Painting

There are limits to the amount of paint that can be used in spray painting operations. Spray painting operations are also limited to specific buildings. Spray painting operations include all paint booth and paint gun operations, but not rattle cans. Spot painting is done outside of a paint booth and is limited to no more than 10% of the surface of the vehicle or aircraft. Non-booth spray painting will not be conducted when the winds are over 10 knots (12 mph). Steps must be taken to control overspray.

Jet Engine Test Cell

There are limits on the amount of fuel that can be used in the jet engine test cells.

Emergency Generators

There are limits on the amount of maintenance run-time for emergency generators. Operation during actual power outages do not count toward this total.

Gasoline Station

There is a limit on how much gasoline we can dispense from the MCCS Auto Pride gas station at Building 570.

Gear Arresters

There is a limit on the amount of fuel we can use in the flight line gear arresters.
